Circular letter signed in print by Edward Sill, Columbia, addressed to R.F.W. Allston, Chairman, Committee of Safety and Correspondence, Georgetown, reprinting "Extract from the Proceedings of the Committee of Safety and Correspondence of Richland District, at a Meeting held in Columbia, April 7th, 1849," re the appointment of an Executive Committee composed of Wade Hampton, J.A. Adams, Maxcy Gregg, J.A. Black, R.H. Goodwyn, A.H. Gladden, and Edward Sill, and calling for the appointment of a Central Committee to be composed of delegates from the various District Committees.
